The agenda was published and circulated to all Directors.
ATTENDANCE

COMMITTEE MEMBERSHIP
Dave Settles was re-elected as District Director for District
16.
Bob Dingeman handed out a listing of Committee Memberships and
asked that all Directors call him and update and select the area(s)
of their choice.
ADMINISTRATION
Bob Dingeman reviewed the information packet provided to all Officers
and Directors including Membership roster, letter to Councilman
Brian Maienschein on impact of wage increase on LMD budget, SDPD
emergency calls precedence, Recognition Night awards criteria and
revised Officers and Directors roster. Victoria Mazelli arranged
for a group picture of the officers and directors for the Newsletter.
This was done at the start of the meeting. Bev Cassity reported
on the financing of the Community Fair. Marc Sorensen reminded
all that we do not make a profit on this event or the city Park & Rec
would ask for their “cut”. Dororthy Mildice reviewed
the criteria for awards for Recognition Night and asked all to
get in their recommendations immediately so they could be processed.
BUDGET
Jany Staley reported the results of the Finance Committee review
of the proposed budget. She presented a revised budget which was
unanimously approved. Funds from the membership drive are all allocated
for community service and activities. In addition, funds from the
Newsletter operation are allocated to provide a contingency option
for the SRCA.
MEMBERSHIP DRIVE
Joe Burton, chairman of the 2006 Membership Drive Committee introduced
plans for the membership drive which included greater use of the
newsletter and Directors. He was asked to prepare a written report
of his plans and Committee composition to present at the January
10, 2006 SRCA meeting. Marc emphasized the importance of seeking
and securing as many SRCA memberships as possible for our activities
and political clout. We need you!
REPORTS FROM ELECTED OFFICIALS
A. SDPD Officer Steve Higuera reported on actions being taken to
counter the rash of car prowls and burglaries. A gang has been
apprehended and this should help. Citizens must stay alert, report
suspicious activity and keep doors, windows and garage doors closed
and locked. He introduced Sgt. Anderson who is slated to take over
after he retires in December after 26 years with the SDPD. We wished
him good luck and thanked him for all his service to San Diego
and as our Community Service Officer for the past years.
B. Christine Millay from Councilman Brian Maienschein’s office
reported on the status of the YMCA project. No city funds had been
spent to date for preliminary interim use plans for its development.
The MRNPC has been briefed on the status of the project. Complaints
have been received from residents that large trucks over 10 tons
have been using Pomerado Road to get to Rancho Encantada. The developer
has been informed to pass the word that trucks are to use Scripps
Poway Parkway. She announced that she is expecting a baby in May
and everyone wished her well.
C. Community Service Center-Clay Bingham reported that business
at the center has been very good. He requested a supply of membership
applications and these will be delivered to him.
REPORTS FORM STANDING COMMITTES AND ACTIVITY CHAIRS
A. Fire Relief Fund Marc Sorensen and Peter Wulff reported on
the status of disbursements from the fund. They stated that there
is no time limit on the use of these funds. Peter Wulff will prepare
a financial status for the Directors which will be presented at
the January 2006 SRCA meeting.
B. LMD Budget-Bob Dingeman, LMD Chairman, reported that work has
been started on the coming fiscal year budget. An increase in wages
for contract workers could have a very severe impact in reduced
services and work force despite a CPI increase. Services would
be reduced by 35% just when we are trying to secure funds for fire
safety and brush removal in the absence of city action. Marc pointed
out that things were “upside down” if we increased
our budget and Park & Rec took more funds for the so-called
Management Fund. We always try to allocate and use all of our resources,
unlike MRN. They have a $991,000 contingency fund which they have
been unable to use. Clay Bingham from the Park & Rec department
was asked to address the situation from the Park & Rec standpoint.
All Officers and Directors were provided with a copy of the letter
sent by Bob Dingeman to Councilman Maienschein setting forth the
problems created by the City Council vote. There are no solutions
in sight. Clay Bingham was complimented on his support of our two
LMD’s, two of the largest in the city.
C. Clean-Up Day- Bob Dingeman thanked the Kiwanis Club for assisting
in the Fall Clean-Up Day. Their help contributed to a successful
day. They unloaded resident’s cars and trucks and stacked
all the material in the three dumpsters provided by the SRCA. Tayman
failed to deliver the dumpster ordered for the Information Center
so MRN residents had to bring their collections to the business
park. To assist the SRHS foundation the leftovers from the garage
sale at SRHS were picked up and either given for others to use
or placed in the dumpster.
All were reminded of the 23rd annual Holiday Celebration to be
held on Sunday December 11, 2005 at 4:30 pm in Jerabek Park.
The USMC Reserves will be present to collect Toys For Tots. The
community Christmas tree will be lighted and there will be songs,
hot chocolate and cookies sponsored by the Girl Scouts under
the direction of Georgia Chritchlow.

adjourned the meeting at 9:45pm.

MEMBERSHIP
The roster was updated and will be republished with new additions.
Marc Sorensen as President welcomed back Jan Kane and appointed
her Vice President of Operations and appointed Joe Brown the Vice
President of Membership.
Resident David Prewett was nominated by Gordon Boerner and voted
in unanimously and seated as Director of District 2. He was asked
to contact Andy Neshat for District 2 files he might have available.
REPORT TO THE MEMBERSHIP
Marc Sorensen reported on the very successful Candidates Forum
held jointly with Mira Mesa Town Council and Miramar College
on October 7th. It was held in Miramar College auditorium with
a large crowd attending. It is good for Mayoral Candidates to
know we are concerned and vote.
Marc commented on the
need for an audit to substantiate the levy of $85,000 of 10%
of our LMD budget for “Management”.
This impacts what we can do, as it siphons off much needed maintenance
funds.
All urged to submit their recommendations for Recognition Night
on December 13th to Dorothy Mildice.
Director, Wendy Littooy, reported on increased car prowls and
vandalism in her district and MRN and Marc asked Christine Millay
to assist Bob Dingeman in setting up for Wendy as District Director
and for a face-to-face meeting with the police on this (held Oct.
13, 2005). Will have report for November SRCA meeting on progress,
if any.
Comment was made as to the increased vandalism being experienced
in all parks and the need for residents to report these to the
police on a timely basis. Do not confront the vandals, police will
send an officer to help in setting up a more effective Neighborhood
Watch System.
Christine Millay, Council Representative, reported that Brian Maienschein
will host a pizza and salad event remembering the second anniversary
of the Cedar Fire from 6-8pm Wednesday October 26th. Change to
the drop-off and pick-up area near the Hitachi building has been
agreed to. Brian does not support any sale of Mt. Struiksma Park
in Mira Mesa. Change in adding more red curbing opposite the entrance
to Vons is not concurred in by police.
Joe Sheffo reported the allocation of $5 Million for helping in
securing fire equipment for the East part of the county. Efforts
to improve situation. He was asked for information as to the status
of the Old Probation Brush Clearing Crews which were so useful
in the past for our brush clearing.
LANDSCAPE MAINTENANCE DISTRICT (LMD/MAD)
Bob Dingeman reported that 9 acres of the most critical brush fire
fuel close to homes, has been cleared by the LMD crews. Work
made possible by redirecting $44,000 of our funds and using our
own crews in the absence of any city actions.
BUDGET FOR COMING YEAR
Jany Staley presented the budget for the coming year and after
discussion it was referred back to the Finance Committee and
tabled for a report at the November 8th meeting. Included in
this discussion was the announced increase in advertising rates
and the possible impact on long term advertisers in the newsletter.
SCHOOLS REPORT
Alessa Barber reported on the last School Committee meeting that
the Ordinance Search in Marshall Middle School is complete. Some
construction work has started on retaining walls. A ground breaking
will be held November 16th. Gloria Tran attended and asked about
air conditioning when EBS shifted to Marshall School. Trustee
Katherine Nakamura attended and reported that the district enrollment
was down 1500. Students and some drop-off noted in Scripps Ranch
demographic projections (-312). This results in a loss of funding
for schools.
Gordon Boerner reported on the status of Marshall Middle School
and traffic considerations, that the possibility of buses by the
city-not the district-was being pursued. No change in bell time
yet. Still major concerns about the drop-off of children and traffic
flow.
POMERADO RD. AND SEMILLON AREA
Jerry Mitchell reported on the extensive clean-up and removal of
trees from the city owned land at the intersection of Semillon
and Pomerado Road. No open space, but city traffic easement which
the Boy Scouts have cleared for years.
YMCA REPORT
Peter Wulff reported that the survey has been accomplished and
reports has been received from about 367 residents as to their
desires and potential support of the Y. Still to come is the
interim plan for the use of the facility as the YMCA embarks
on a fund raising program. Marc asked about accounting for the
funds which were allocated for the extensive survey and then
interim use. Are we getting our “money’s worth”?
Bill Bernard responded that we need a summary article for the
newsletter to bring people up to date.

AGENDA
The agenda was published and circulated to all Directors.
ATTENDANCE
Absences: Elissa Barber, Shannon Alatorre, Wendy Littooy, Kyle
Chandler and Jay Wurtzler.
Excused Absences: Marc Sorensen.
SRCA Executive VP Gordon Boerner called the meeting to order at
7:10 p.m. He reported that there is a possible candidate for Director
of District 20, but District 10 is still vacant. Copies of the
minutes from the last Fire Relief Fund meetings were handed out.
The first checks for $400 will be sent in August and the last checks
will go out in October. Peter Wulff proposed a motion that the
SRCA contribute $3,455.00 towards the cost of yearbook replacement.
This amount represents half of the committee’s shortfall.
The motion was seconded by Brian Allman and passed unanimously.
The SRCA calendar was handed out. The Candiates’ Forum date
will be Wednesday, October 13 and there will be no SRCA meeting
for October. Our annual Recognition Night will be December 14.
Frank Winfield and Pete Walker outlined a plan for our CERT. There
are currently 28 members trained or in training and they are working
to increase membership. Future goals and plans were presented and
a report is in the Master File. There will be a board selection
meeting August 23 at 7:00 pm at the Information Center. There will
be about $4,000 available to CERT when the Fire Relief money is
distributed. Jack Little is in the training program now and will
be the SRCA representative.
Bob Dingeman handed out a short introduction of Lt. David Cavanagh.
He will be our new Lt. in the NE Division and can be reached at
538-8059.
Bob Dingeman handed out an introduction to Dr. Shirley Peterson,
the interim principal of SRHS until September 17, 2004..
SRCA Treasurer Brian Allman handed out a copy of the SRCA year-to-date
financial statements. He reported that memberships were $11,000.00
ahead of last year and the SRCA thanked Membership Chair Tim Clarke
for a job well done.
REPRORTS FROM ELECTED OFFICIALS
A. SDPD’s Officer Steve Higuera reported that there will
be 7 new officers in the field starting Saturday August 14. Gordon
Boerner reported the presence of live bands and many people around
the library and Business Park 5 of the last 6 Sundays. Officer
Higuera will relay this information to the officers on duty.
B. Christine Millay from Councilman Brian Maienschein’s office
reported that concrete popouts and a median are being added in
front of Marshall Middle School and popouts are being constructed
in front of Dingeman School. Pomerado Road by Legacy will be re-striped.
There is “No Right Turn on Red “sign at Scripps Lake
Drive and Scripps Ranch Blvd. A new traffic mirror on Blue Cypress
was installed. There will be more enforcement of the speed limit
on Scripps Poway Parkway. There will be a red curb added near the
Appaloosa and Willow Creek intersection. Christine reported that
there is a new Water Department Director and he is working to get
the Miaramar Dam re-opened. There have been 205 rebuilding permits
issued. This leaves about 120 remaining. The assistance center
is still open 5 days/week and Christine is there Wednesdays and
Fridays. The “After the Cedar Fire” report was issued
today. The city now has 1 full time helicopter and the goal is
to expand this number.
C. Marilyn Dela Cruz from the Mayor’s office reported that
there is a new e-mail newsletter available. There will be a special
election November 30 to fill the council seat made vacant by Charles
Lewis’ death.
D. Joe Sheffo from County Supervisor Pam Slater-Price’s office
was absent but Bob Dingeman reported that the county will be spraying
areas with standing water. The ponds will not be sprayed because
mosquito larvae eating fish have been introduced to each pond.
E. Jimmy Jackson from Senator Dede Alpert’s office reported
on Bill 1855 which has resulted from the work of victims of the
Cedar Fire. This bill will require insurance companies to change
the name s of coverage offered to more accurately reflect covered
losses. It will require insurance companies to send out bi-annual
statements of coverages and costs available.
F. Bob Cavanagh reported on the outcome of meetings held to discuss
the impact of the city budget on the operation of the Information
Center. Blanca will work regular hours on Tuesday and Thursday
and Clay will work Wednesday mornings and Friday afternoons. The
center is open Monday 8am-1pm and 2:30pm-5pm, staffed by a pool
person and the cost of $10/hour will be funded by the community.
A motion to allow a one time SRCA expenditure of $3,000.00 to keep
the center open from August 2004 to June 2005 was proposed. The
motion was seconded by Bob Dingeman and passed unanimously.
REPORTS FORM STANDING COMMITTES AND ACTIVITY CHAIRS
A. 4th of July-Jany Staley reported a successful and under budget
celebration. There were more floats in the parade and a good
crowd in Hoyt Park afterwards.
B. Rec Council-Jany Staley reported that the Spring Canyon field
is closed for renovations and the Community Park field will be
closed for a few months for repairs. A cargo container has been
purchased for SRCA storage and is in the upper lot of the Community
Center.
C. SRPG-Bob Ilko reported that a TransNet meeting will be held
as the SRPG meeting September 16 at 7:00pm to discuss transportation
issues affecting the area. Western Pacific is proceeding with planned
construction of multi-family units on Erma Road. The EIR for military
housing has been published and Tierrasanta will be the site of
the first set of units.
D. Schools Committee-Gordon Boerner reported that construction
of the middle school is proceeding on schedule. The erection of
a chain link fence around the site or bollards and chains around
the perimeter will not occur.
E. Web Site-Bob Cavanagh introduced Mary Colburn. She will be working
on the Project Phoenix web site at scrippsranch.org.
F. Mike Gallivan will send out an e-mail to SRCA members to solicit
questions ahead of time for the October 13 Candidates’ Night.
G. The fall garage sale will be October 16, sponsored by Coldwell
Banker. Andy Neshat is chairman of this committee.
H. LMD-Bob Dingeman reported that Layton Galloway is recovering,
but is not sure of returning to work.

INTRODUCTION
SRCA President Marc Sorensen called the meeting to order at 7:05 p.m.
Marc announced that Mrs.Gaye Dingeman has obtained the addresses
of all SRCA members who lost their homes. We will send a personal
note to each family on behalf of the SRCA. The board which will administer
the Fire Fund is being set up. This board will brief the SRCA on
their actions. Project Phoenix, a committee of the SRCA, will arrange
for companies to help in the rebuilding process, but each home owner
will be free to make his or her own decisions. It will be at least
2 years to complete the re-building.
Insurance Commissioner John Garamendi will be in Scripps Ranch November
12 at St. Gregory the Great. Greg Minter and Gloria Tran will interview
him for the Newsletter.

ELECTED OFFICIALS
A. Councilman Brian Maienschein reported that we are involved in the
most massive rebuilding in San Diego history and we have made a good
start. The “one stop shop” set up at the Rec Center is working
well and two of his staff will be present as long as necessary (tentatively
60 more days). 41 homes have still not been through the center. The barricades
protecting the area south of Pomerado Road will be removed November 12,
but will be reinstated if problems develop. Police patrols will continue
as long as necessary. There is a vote necessary to insure that Permit
Fees will be waived for all homes being re-built (Passed). The city is
also working to waive dumping fees.
B. Jim Jackson, from State Assemblywoman Dede Alpert’s office reported
that
Fire Chief Bowman and Ms. Alpert toured Scripps Ranch after the fire.
Assemblywoman Alpert checked that state service representatives were
available at the Rec Center. She arranged to have a DMV representative
present. Mr. Jackson reported the Insurance Commissioner Garamendi will
be available in the next few months when insurance disputes will begin
to arise.

ACTION ITEMS FROM COMMITTEE CHAIRS
A. SRCA President Marc Sorensen introduced Lori Pearce. Lori is a 22
year SR resident who is proposing to spearhead a fund raiser on behalf
of the SRCA Fire Relief Fund. She intends this function to be a dinner,
dance and silent auction to be held late January or early February. Marc
Sorensen proposed a motion that Jany Staley, Wendy Littooy, Victoria
Mazelli and Shannon Alatorre form a special committee to evaluate this
idea and report to the Project Phoenix treasurer. This motion was seconded
by Peter Wulff and passed unanimously.
B. Recognition Night-SRCA President Marc Sorensen proposed a motion to
make the December Recognition Night an evening to honor the heroes of
the fire and after-fire, with the Fire Fighters and Police Department
receiving the “Citizen of the Year” award. The motion was
seconded by Peter Wulff and passed unanimously. The SRCA recognition
Night will be in February. Dorothy Mildice will chair each celebration.
C. SRPG-Bob Ilko reported that Chabad is moving forward with their plans
to build 350 condominiums on their property. Western Pacific is also
moving forward with their plans for 837 units (condominiums, and apartments
for senior living). The conditional use permit for AIU will be issued
by year end. The SRPG feels that both the Chabad and Western Pacific
projects will be difficult proceed with. The AIU issue will involve the
issue of traffic being generated by 5200 students.
A stop sign has been installed at the intersection of Cypress Canyon
Drive and Cypress Terrace.
D. MRNPC-Bill Bernard reported that the committee feels that Scripps
Ranch
should be receiving some of the rent paid to the city for the water tanks
in
MRN and they are pursuing this issue. The stop sign on Spruce Run Drive
has been approved and has been sent to the city. They want to beautify
the area around the pumping station. MRN funds with the city have been
safeguarded.
E. Fire Relief Fund-Peter Wulff reported the law firm of Cooley Godward
is working pro bono to establish the Fire Relief Fund as a separate company
with a 501C3 status. The Articles of Incorporation are finished and hopefully,
the process will be complete in 5-7 weeks. Disbursement of funds cannot
occur until the 501C3 is in place. The SRCA will write letters to Representatives
Duncan Hunter and Randy Cunningham urging their help in expediting this
matter. The Fire Relief Committee will consist of Officers and a Board
of Directors. The Distribution Committee will report to the Board of
Directors. Copies of the legal opinion were distributed to all Directors.
F. Project Phoenix-The Old Pros and others have been filling sand bags
which will help in erosion control this winter. Clint Carney form Councilman
Maienschein’s office has arranged to have all brow ditches covered.
SRCA representatives at the Rec Center will be available 9 am-7 pm weekdays,
9 am-4 pm Saturdays and 9 am-4 pm for the next two Sundays only, after
which the facility will be closed on Sundays. It was suggested that the
San Diego Foundation or a FEMA grant may be available to the community
and this is being pursued. The committee is also asking for any information
regarding veterans who lost medals and ribbons and this information will
be forwarded to Congressman Duncan Hunter.
The make-up of Project Phoenix is outlined in a hand out in the Master
File. Bob Dingeman proposed a motion to accept Project Phoenix as a SRCA
Committee with the understanding that further areas of action may be
added to their purview. This motion was seconded by Jack Little and passed
unanimously.
G. District Director Andy Neshat reported that with the help of Intel,
a wireless network and hard wired PC’s have been set up at the
Information Center. There is also the possibility of 3 laptop computers
being donated. The information about this service will be in the Newsletter
and will be circulated to all SRCA members via e-mail.
H. The Laguna Beach After Fire report was handed out by Bob Cavanagh.
I. Holiday Celebration- Bob Dingeman reported that the Holiday Celebration
will be held December 14 at 4:00 p.m. at Jerabek Park. Everything is
ready.
J. After Action Report-The SRCA needs a volunteer to assemble the data.
K. Community History-District Director Larry Nuffer has volunteered to
co-ordinate this effort. A professional photographer will work on assembling
a photo journal and the local television stations will each submit a
summary of their coverage.
L. LMD-Bob Dingeman reported that clearing of trees is proceeding along
Pomerado Road and next week clearing will begin behind residents’ homes.
$250,000 of LMD funds is being used for this. We will ask the city to
reimburse these funds.
M. A representative of the Diamond Gateway Chamber of Commerce representing
about 300, mostly small businesses, in Scripps Ranch, Miramar, Carmel
Mountain, Saber Springs and Sorrento Valley addressed the SRCA. The chamber
would like to expand to include local industries. District Director Peggy
Shirey volunteered to attend chamber meetings as a SRCA representative.
Bob Dingeman will attend the Wednesday meeting.

WELCOME
SRCA President Marc Sorensen called the meeting to order at 7:00 p.m.
He extended a gracious thank you to Greg Minter, Gloria Tran, Bob
Dingeman and Bob Ilko for all the time and effort they have given
to the community in the days since the fire. SRCA long term plans
should include tree clearing in open space, brush management and
emergency procedures. Marc introduced Project Phoenix, which has
been formed within Scripps Ranch, to aid the residents who lost their
homes in all aspects of the rebuilding process. Marc also expressed
a desire for Bob Cavanagh to set up an emergency communication center
at the Information Center with the cell phone numbers of all key
SRCA members. In emergencies, this would become the command center
for the SRCA. The Fire Relief Fund has opened a bank account and
Peter Wulff is leading a committee charged with obtaining a 501C3
status for the Fire Relief Fund.
Dennis Downs will be the liason between the SRCA and the Old Pros.
PROJECT PHOENIX
Marc Sorensen introduced Mike Asaro as the team leader on the Contractor
Team of Project Phoenix. Mike met today with demolition contractors.
He suggests one large contractor with the administrative staff to
oversee demolition. This contractor would sub the work to smaller
companies in order to ensure a fast and efficient clearing of as
many sites as possible. The question debated was how to propose this
to home owners without indemnifying the SRCA. The SRCA could issue
a letter to homeowners outlining the known facts as one option they
may wish to explore. The contractors may also wish to present their
own case to the community.
Mike stated that their mid-term goals would be to re-enforce the idea
that there is no need to panic. There is time to make decisions and move
forward. The committee will have flow charts outlining the necessary
steps to complete the process.
The SRPG needs to have available a list of zoning restrictions.
Greg Minter reported that there are still some families who have not
registered with the SRCA. Marc Sorensen suggested the SRCA send a supportive
letter to all affected families urging their registration and an e-letter
to SRCA members encouraging registration. FEMA registration will also
be urged.
A privacy policy and terms of use are being posted on the SRCA web site.
There being

SRCA Vice President Gordon Boerner called the meeting to order at 7:15.

ELECTED OFFICIALS
A. Clint Carney, from Councilman Brian Maienschein’s office, reported
that there is no new information concerning the Miramar Lake dam. There
will be a gate erected at the entrance to the Community Park. The gate
will be open from 6:30 a.m. until 11:00 p.m. each day. Completion is
expected by year’s end. There are several issues of importance
to Scripps Ranch that the Council office is working on: (1) The rifle
range at MAS Miramar, (2) The unavailability of funds to pay for dumpsters
for our Clean Up Day, (3) The unwillingness of the city to pay for our
Christmas Tree recycling program, (4) A new sign for the entrance to
Miramar Lake, and (5) New trees to replace trees planted by the Mayor
that have since died.
Christine Mallay from Councilman Maienschein’s office reported
that the Councilman is vehemently opposed to the use of any current military
sites for a new San Diego airport. Bob Ilko suggested that a letter be
drafted on behalf of the SRCA, SRPG and MRNPC stating the community’s
opposition to the conversion of Miramar to a commercial airport. Christine
reported that a 3-way stop sign has been installed at the corner of Scripps
Creek and Wills Creek . The city is working on a draft of a “used
car ordinance” that will affect streets such as Aviary Drive which
have become used car lots. Brian Maienschein will meet with Scripps Ranch
constituents on Wednesday November 19 from 6:30-8:30 p.m. at the Library.
B. SDPD Officer Steve Higuera reported that local traffic enforcement
officers have been enforcing the 72 hour parking law on Aviary Drive.
He again encouraged all residents to report any unauthorized activity
in our local parks.
C. Aaron Pottichen, from Assemblyman George Plescia’s office ,
reported that the Assemblyman remains opposed to the conversion of Miarmar
MAS to an international airport. He urged all residents to make their
position known to our elected officials.
D. Joe Sheffo, from Supervisor Pam Slater’s office, reported that
the Supervisor was instrumental in re-establishing the county-wide hot
line for victims of domestic abuse. The number is 1-888-DVLINKS. SRCA
Directors urged Supervisor Slater to publicly state her position regarding
the possibility of MAS Miramar being transformed into a commercial airport.

SRCA COMMITTEES
A. SRCA VP Gordon Boerner reported that, through the efforts of Clint
Carney from Councilman Maienschein’s office, Rec Council President
Marc Sorensen and SRCA Secretary Bob Dingeman, the city has realized
that Scripps Ranch is short many acres of park land. If special park
funds are available to develop 3 softball fields at the new middle school,
the city will maintain these facilities. There will be a community meeting
at the new middle school site on October 14 from 4-5:30 p.m. Construction
of rest room facilities at Lakeview Park has not begun.
B. SRCA Treasurer Brian Allman presented the new budget. He reported
3 changes form last year; increased insurance premiums, increased costs
for clean-up day, and an increase for Eagle Scout projects. Jany Staley
reported that there may be increased costs associated with staffing for
the 4th of July next year. Christine Millay from Councilman Maienschein’s
office will investigate this. Bob Dingeman will investigate alternatives
for SRCA storage facilities. Gordon Boerner proposed a motion to accept
the budget as presented. The motion was seconded by Claude Braunstein
and passed unanimously.
C. Dorothy Mildice attended the recent Community Leaders Forum at MAS
Miramar. The new airport is the biggest issue. Her full report is in
the Master File. Dorothy also handed out applications for Recognition
Night and urged a timely response.
D. Clean –Up Day-Bill Bernard reported that all arrangements have
been made.
E. Community Leader’s Forum- Elissa Barber reported that this will
be October 23 at 7:00 p.m. at the Information Center. Invitations have
been sent out. Councilman Maienschein and SDPD Chief Lansdowne will attend.
F. Community Fair- SRCA Treasurer Brian Allman has a current copy of
vendors, services and costs incurred last year.
G. LMD-Bob Dingeman reported that there is a program in operation to
remove dead trees and to clear brow ditches.
H. Traffic-Gordon Boerner reported that the flow through lane on Pomerado
Road at I-15 is of concern at this time. SRCA Traffic Committee members
will meet with Clint Carney, Christine Millay and city traffic engineers
once a month to discuss Scripps Ranch concerns.
I. Schools Committee- Elissa Barber reported that Bob Ilko and Mike Hoffer
will be the new co-chairs. There will be updates on Marshall Middle School
and discussion concerning one topic of interest at each meeting. These
topics will include common schedules, bell times, and increased pressure
at the high school level. The next meeting will be October 21 at 4:00
p.m. at the Library. Elementary school principals will soon meet with
middle school principals and middle school principals will then meet
with the high school principal to discuss any common problems.
J. SRPG-Bob Ilko reported that Chabad may apply for a Community Plan
amendment to build 350 senior housing units on their property. A cellular
antenna may go up on the Renzulli property. Western Pacific housing has
bought the US Federal Credit Union building on Erma Road and may develop
multi-family and retail units on the property.
K. District 11 Director Jany Staley reviewed SDG & E plans for burying
the existing major power lines on Scripps Lake Drive and Scripps Ranch
Blvd. Work will start at MR Elementary School during the Christmas holidays
to minimize the impact on the school. SDG & E will use the existing
easement through the school parking lot and play area for this section.
Along Scripps Ranch Blvd. the buried power lines will follow the south
side of the road and SDG & E will resurface as needed away from the
proposed median.
Bob Dingeman
will package and mail copies of all handouts to District Directors
absent at this meeting.
All were reminded to solicit and submit nominations (name, address, telephone
number and a short summary of the recognition) for Recognition Night
to Dorothy Mildice as soon as possible. These will be considered at the
SRCA November meeting.
MCAS Blue Angels and Flight History event will be this weekend, expect
some noise.
The annual family Holiday Celebration will be Sunday, December 14 at
4:30 p.m.in Jerabek Park. There will be a collection for the Marine’s
Toys For Tots, Christmas carols and the lighting of the community Christmas
tree. The Girl Scouts and the SRCA will provide refreshments and patches.

INTRODUCTION
SRCA President Marc Sorensen called the meeting to order at 7:05 p.m.
He reported that the SR Rec Council has met with city representatives
concerning joint use fields at the new middle school. Information
from the city as to park standards for Scripps Ranch and our community’s
share of city park funds is still forth coming. The second field
at the Community Park and the basketball courts are now under lights.

ELECTED OFFICIALS
A. SDPD-Officer Steve Higuera reported that it is now legal for cars
to be parked on city streets with “For Sale”signs. They can
be cited if they are not moved every 72 hours. This also applies to RV’s,
boats etc. that are parked on the street. He urges citizens to call the
storefront with complaints. The police are patrolling our parks as time
permits. Car break-ins are increasing. He urged all residents to remove
all valuables when leaving your car. Marc Sorensen expressed concern
for the speed of traffic on Spring Canyon Road during the evening rush
hour. There have also been reports of skate boarders in Spring Canyon
Park after school and a homeless family living in a canyon south of Pomerado
Road. Officer Higuera will address these concerns.
B. Clint Carney from Councilman Brian Maienschein’s office reported
that there will be road changes around Dingeman Elementary School. There
will be notice of these changes in the Newsletter and posted in the affected
areas. There has been no news concerning the Miramar Lake dam. The city
has money available for street lights. Please call Clint’s office
with the address.
Christine Millay from the Coucilman’s office reported on a new
city ordinance passed today which will protect city streets from being
trenched and patched within three years of being resurfaced. Details
are in the master file.
C. Gary Rotto form Governor Davis’office brought releases concerning
the latest actions in Sacramento. All releases are in the master file.

D. Joe Sheffo from County Supervisor Pam Slater’s office introduced
an ecologist from the County who addressed the SRCA about West Nile virus.

MAJOR ACTIVITIES
A. MEMBERSHIP-Tim Clarke reported that the plaques for Corporate Members
are now ready. The last of the “Thank You letters”for this
year’s members are being sent out and meetings for the new drive
will be starting soon.
B. MIDDLE SCHOOL REPORT-Gordon Boerner reported that planning for the
school is on time. There will be a community meeting on site on October
15.
Questions about “ed specs”for the school are still being
questioned. There will be no Performing Arts Center, decreased parking
spaces and 2 unlit and seeded fields. A superintendent is now on site
and construction will start January 2005. Bob Ilko reported that a new
access road to the sight will not be developed. There will be widening
of Pomerado Road at the intersection of Avenue of the Americas and possibly
a traffic circle on site.
C. INFORMATION CENTER-Clay Bingham reported that there are now signs
for the center on Scripps Poway Parkway and on Cypress Canyon Road. Progress
is being made on a calendar of activities for 2004. The park surrounding
the Center will be the first in the North County to use reclaimed water
for landscape purposes. He also reported that there will now be a charge
to use the meeting rooms. This charge will not affect civic groups and
non-profit groups.
D. CLEAN UP DAY-Andy Neshat reported that October 18, 8 a.m.-noon has
been chosen for Clean Up Day. There will be dumpsters at Hoyt Park and
at the Information Center. There will be a notice in the Newsletter.
Andy also expressed concern about the condition of the children’s
slide in Hoyt Park and Tim Clarke had concerns about the Tot Lot on Semillon
Blvd. Marc Sorensen will address these concerns with Layton Galloway.
E. TRAFFIC-Improvements on Pomerado Road at Rancho Encantada will be
finished by year’s end. Marc Sorensen also asked Larry Nuffer to
inquire about the timing of the light at I-15 and Pomerado Road.
F. BUDGET-SRCA Treasurer Brian Allman delivered a draft budget. He will
request in-put from the District Directors concerning any special projects
that need funding. There will be a budget committee meeting the week
of September 28.

INTRODUCTION
SRCA President Marc Sorensen called the meeting to order at 7:05 p.m.
Marc reported that grading for Overview park is now underway and
completion is scheduled for the end of the year. Grading is also
underway for Rancho Encatada. Associated with this development there
will be improvements made to Pomerado Road; turn lanes and acceleration
lanes will be added at the entrance to the development. There are
no plans for major widening of Pomerado Road as space is limited.
Marc reported that the local Paintball Club’s announcements will
no longer be included in the Newsletter with other non-profit organizations.
Marc also referred to an ad placed in the August Newsletter on behalf
of Scripps Ranch Home Care. He received telephone calls asking the Newsletter
to no longer run ads for this business because local residents have court
action pending against this home. The policy is, if a company has a City
issued business license to operate, then the Newsletter will accept their
advertisement.
Marc has received no negative response regarding the naming of J-9 at
Jerabek Park in memory of Steve Allen, so the SRCA will support this
action. Marc also reported that there has been no word from the City
on the joint use and maintenance of fields at the new middle school,
but he will schedule a meeting with Park & Rec personnel this month.
Marc reported that the new city budget contained funding for operating
our Rec Center and keeping it open 48 hours/week. There is a Pre-school
that uses our Rec Center and the city has said this school must fund
an employee for 3 hours each morning. Scripps Ranch Park & Rec is
looking into this matter. The hours of operation appear to be standard
for similar city parks. Our center has been well used up to now and is
a source of income for the Rec Council. Impact not known.

ELECTED OFFICIALS
A. Christine Millay from 5th District Councilman Brian Maienshein’s
office introduced herself. She is a new staff member and can be reached
at 619-236-7020.
B. Joe Sheffo from County Supervisor Pam Slater’s office reported
that the HOV lanes on I-15 will be open for a 9 month trial. The first
3 months traffic will be south bound, the next 3 months traffic will
be north bound and the final 3 months there will be a week day schedule.
There was
no report from the Mayor’s office or from other elected
officials.
C. SDPD Officer
Steve Higuera was asked to pass along community concerns about
the speeding of traffic on Scripps Creek Drive and Spring Canyon
Drive and the need for surveillance. He was also asked to review
the Traffic Safety Plans for school opening on September 2.
REPORTS OF
MAJOR ACTIVITIES
A. SRPG-Bob Ilko reported that there will be a letter sent by the Planning
Groups regarding the DEIS for military housing. There is a misperception
that if the site in Tierrasanta is developed that there will be no further
need for housing. The Navy has stated that they will need all three housing
sites and all could be developed if funds are secured. When this will
be is not clear. Bill Bernard proposed a motion that the SRCA support
the Planning Groups responses to the DEIS. This was seconded by Peter
Wulff and passed unanimously. Bob Dingeman will prepare a forwarding
letter to the Navy for the President’s signature. This letter will
emphasize the major concerns in the comment letter.
B. MRNPC-Bill Bernard reported that the Overlook project is starting.
Construction will be finished by year end, but with grass seeding the
park will not be available for use until March ’04. The SRCA strongly
suggested that the MRNPC push for sod rather than seeding.
C. COMMUNITY LEADERS MEETING- Elissa Barber is looking for a meeting
in late September or early October. It will be a week night, 7-9 p.m.
at the Information Center or Library and there will be finger food and
drinks available. Marc Sorensen suggested checking to verify that Councilman
Maienshein can attend.
D. CLEAN UP DAY-The fall Clean Up Day will be October 18 from 8-noon.
Bill Bernard will try to find volunteers to man dumpsters located at
the Information Center. We have been unable to secure a sponsor for the
fall garage sale and hope to announce it in the Newsletter.
E. GRAFFITI BUSTERS- Bob Dingeman reported that Awilda Parada and Joyce
Berzle have volunteered to take over this activity. There will be an
information and training session for volunteers in September.
F. LMD-Bob Dingeman reported that construction of a permanent restroom
facility at Lakeview Park has finally gotten through Planning. Construction
will commence in October and last for two months. We are still trying
to get accurate figures on the total entitled park acreages for all of
Scripps Ranch and will continue to pursue this with Deborah Sharpe and
Ann Hix of the Park & Rec department.
G. SCHOOLS COMMITTEE- The organizational meeting of the committee will
be held at 4:00 p.m., Tuesday, September 16 in the seminar room of the
library, under new co-chairs Mike Hoffer and Bob Ilko. The committee
will be briefed on where the SDUSD is in the bidding process for the
new middle school, in the actual student count for the new enrollments
in our schools and also on the status of the under funding for the school
facilities.
H. TRAFFIC-Larry Nuffer is working on a traffic survey for Pomerado Road.
I. MEMBERSHIP- The new chairman is Tim Clarke. He will report to the
SRCA Treasurer Brian Allman.
J. RECOGNITION NIGHT- Dorothy Mildice would like all recommendations
by 11/9. Marc Sorensen suggested that each District Representative nominate
one “unsung hero” from their District.
All were reminded that the September meeting is designated as the SRCA
annual business meeting. Recommendations for activities or inclusions
in the budget should be ready for submission at that time.

INTRODUCTION
SRCA President Marc Sorensen called the meeting to order at 7:05 p.m.
He reported that there will soon be two VP vacancies on the SRCA
Board. VP Operations Jan Kane has retired and Membership Chairman
Bob Gravina will soon be retiring.
REPORTS FROM
ELECTED OFFICIALS
A. SDPD Officer Steve Higuera reported that car prowls are an on-going
problem in the area. He reported that the Graffiti Task Force has made
a couple of arrests of local taggers. He encouraged residents to take
pictures of any graffiti and then call the Police Department to report
it. SRCA President Marc Sorensen reported that Spring Canyon Park and
Jerabek Park have both been recently damaged by vehicles. Officer Higuera
urged residents to report any such incidents. Officer Higuera also reminded
residents that the SDPD is in the process of choosing a new Police Chief.
The SRCA Board and all San Diego residents can endorse their candidate
by sending a letter to the City Manager.
B. Joe Sheffo from County Supervisor Pam Slater’s office reported
that on Saturday May 17 at the County Administration Building, residents
will be able to trade in old gas grass mowers for new electric models
for $150.
C. Clint Carney from 5th District councilman Brian Maienshein’s
office reported that all city departments are now involved in budgeting
for the next fiscal year. The budget review schedule is in the Master
File. All branch libraries will be closed on Sundays, but there is a
proposal that City Coucil allow one library in each District to be open
on Sunday. The Community Service Center will be open ½ days starting
in July. Development plans for Overlook Park have been put out to bid
and park completion is the end of this year. The dam at Miramar Lake
will be open again this year for the 4th of July race. The status of
the dam after that is still unknown.
REPORTS FROM CHAIRS OF SRCA ACTIVITIES
A. Finance Ad Hoc Committee-Peter Wulff reported that the work of Design
Task Force is almost done. The Task Force is still trying to balance
the size of the school and the scope of programs that will be offered
with the present budget constaints. The availability of $5 million of
community funds to aid in construction will be removed from school reports.
B. Rec Council-President Marc Sorensen addressed the question of joint
use fields at the new middle school. The Rec Council can determine the
status of this construction and then make recommendations to the community.
C. Clean Up Day- Claude Braunstein reported that the day was a success,
but the specific sites of the dumpsters needs to be published in the
Newsletter.
D. Community Fair-Bev Cassity reported that the Fair will be bigger this
year but the cost to the SRCA should be less. She will prepare an action
report for the next SRCA meeting.
E. Membership-Bob Gravina reported that the membership drive is going
well. There will be a table at the Community Fair and in Hoyt Park at
the 4th of July. The committee will now concentrate on increasing corporate
membership.
F. 4th of July-Jany Staley’s report is in the Master File. The
committee is looking for a co-sponsor for the band.
G. MRNPC-Peggy Shirey reported that Awilda Parada is now an elected member
of the MRNPC. The Water Department made a presentation at the last meeting
regarding the use of reclaimed water for landscape irrigation. The purple
fixtures near community roadways are for this purpose but Scripps Ranch
is not plumbed to hook up to this network. The cost of this retro-fit
is not known.
H. SRPG- Gordon Boerner reported that the issue of the Dog Park is continuing.
This park may constitute a fenced area on top of the water tank in the
Business Park. There is still a question of fencing cost and maintenance
of the area once it is finished. Gordon also reported that the SRPG is
working on the development south of Pomerado Road to include traffic
issues with respect to the new middle school.
I. Schools Committee-Elissa Barber reported that pressure in local elementary
schools is easing. EBS will be over crowded in the fall but Dingeman
will not be full. Students entering EBS in the fall will have the choice
of attending either EBS or Dingeman Elementary.
SRCA Treasurer
Brian Allman proposed a motion that the SRCA write a letter
to San Diego City Manager endorsing Captain Goodrich for the
position of San Diego Police Chief. This motion was seconded
by Larry Nuffer and passed unanimously.
There being no further business, SRCA President Marc Sorensen adjourned
the meeting at 8:35 p.m.
