Miramar Ranch North Planning Committee (MRNPC)

Monthly Meetings

The Miramar Ranch North Planning Committee (MRNPC) met on Tuesday, Aug. 6, for its regular monthly meeting. The MRNPC meets the first Tuesday of each month at 7 pm in the Information Center. Everyone is welcome and encouraged to attend.

Elections

The MRNPC is pleased to welcome our newest member, Michelle Defelippi, who lives in Scripps Highlands. Michelle was unanimously elected to a four-year term. The MRNPC currently has openings for four new members.

Members must be at least 18 years of age and either reside in or represent a property owner or a business within the Miramar Ranch North planning area. That includes most of the Scripps Ranch neighborhoods north of Miramar Lake.

In addition, you must have attended at least one meeting within the past 12 months. If you are interested in getting more involved with your community and helping to shape future development, please contact Bill Bernard at 549-0979. We will hold elections at our next meeting on Tuesday, Sept. 3.

Future Traffic Improvements

As part of the mitigation for the Rancho Encantada project, $3 million was allocated to CalTrans for I-15 main lane improvements and improvements at the Pomerado Road and I-15 interchange. CalTrans recently informed us that the Pomerado Road bridge is eventually scheduled to be replaced as part of the I-15 managed lanes improvements, but this may not occur for another 10 years or more.

Because of this, it did not seem to be economically feasible to widen the bridge at this time. At the same time, CalTrans was going out to bid and needed to know as soon as possible how much of the $3 million was available for the I-15 main lane improvements.

To determine what interim improvements would be viable at the Pomerado Road and I-15 interchange, MRNPC unanimously passed a motion to initiate a Value Analysis Study. It will assess interim improvements on Pomerado Road and I-15 ramps, including, but not limited to:

  • a "pass-thru lane" on Pomerado to facilitate I-15 southbound traffic;
  • improved stack lanes for southbound traffic;
  • modifications, adjustments, and timing of traffic signals and queuing sequences;
  • restriping of bridge approaches and lanes; and,
  • modification or widening of the bridge.

These interim improvements are expected to cost less than $250,000. Therefore, the MRNPC also recommended that the remaining $2.75 million be released to CalTrans for the I-15 main lane improvements. Finally, the MRNPC recommended that when the Pomerado Road bridge is eventually replaced, it be widened to accommodate a pass-thru lane.

MAD Increase Passes

The recent ballot to increase the Landscape Maintenance Assessment District (MAD) passed by 53% in Miramar Ranch North. Thanks to all of you who voted yes! Without approval of the assessment increase, there would have been a noticeable decline in the appearance of our community.

Much of the landscaping, including the groundcover and shrubs, would have died from less watering and there would have been a significant increase in litter. This would have adversely affected all of our property values and made Scripps Ranch a less desirable place to live.

Again, we thank you for your support of the increase and your support of your community.

New Middle School Advisory Group

A group has been formed called the Middle School Education Specification Advisory Group. Their task is to prepare a document that describes the specifications for middle school education, such as classroom size. This project is not specific to Scripps Ranch, but will apply to the whole district.

The document will, however, be handed over to the design task force that will be designing the new middle school in Scripps Ranch. The concept of "schools within a school" will also be addressed in this document.

The MRNPC unanimously recommended that Pat Wright represent us on this advisory group. Pat worked for the Manhattan Beach School District for more than 20 years and was involved with designing and building their middle school.

Upcoming Events

Again, the MRNPC's next meeting will be Tuesday, Sept. 3. We meet at the Information Center at 7 pm. At the September meeting, the Center for Policy Initiatives will discuss its Living Wage Project. MedImpact is expected to discuss the sign program for its corporate center that will be built on the southeast corner of Scripps Poway Parkway and Interstate 15.

Western Pacific Housing is scheduled to present its proposed development adjacent to the Alliant International University (AIU) property. The developer is working on plans to construct residential and commercial buildings on a portion of the 100-acres that wraps around AIU.

Development at Scripps Poway Parkway and I-15

You have probably noticed the construction at the northeast corner of Scripps Poway Parkway and I-15 and wondered what is being built there. This site is the location of the Scripps Gateway Freeway Center and is being developed by Shea Properties. The map below indicates the specific locations of the various buildings.

The large building closest to the freeway at the rear of the site will be Springhill Suites, a four-story hotel with 137 rooms. This is scheduled to be completed by January of 2003. In front of that, Chili's Grill and Bar is also under construction and may open as early as October of this year.

At the other end of the site, the Residence Inn is under construction and should be completed around March of next year. This will also be a four-story hotel and will have 95 rooms. In between the two hotels, there will be a Park and Ride lot with spaces for 120 cars and a 4,000-square foot retail facility.

There will be a second 5,000-square foot retail facility at the front of the site closest to the freeway. At this time, Shea is in negotiations with buyers for the two retail buildings, so the owners are still unknown. But, this should be finalized shortly.

There will be two additional buildings located at the front of the site, along Scripps Poway Parkway. USA Petroleum will operate a gas station, mini-mart, and car wash.

Finally, Wendy's Restaurant is in escrow to purchase the building earmarked for a fast food restaurant. Construction is anticipated to begin on that by October. The Miramar Ranch North Planning Committee will keep you apprised of any updates.
