Scripps Ranch Planning Group (SRPG)
The Scripps Ranch Planning Group (SRPG) held its regular meeting on Nov. 2. City Councilmember Mark Kersey attended and gave an update on some initiatives in the city. They included Neighborhood Watch signs funding, an increase in police salaries of between 24% to 30% to improve staffing, and new homeless shelters. He also is working on resolving funding for Recreation Councils that must be authorized in a different way because of an opinion by the city attorney.
Update on Electrical Transmission Line
By the time you read this, work should be nearly complete on Pomerado Road from Fairbrook Road to Semillon Boulevard. Also, repaving should have started on the western section of Pomerado.
As of mid-November the overall project is about 50% complete. However, vault installation is 70% complete and trenching is about 75% complete. When trenching and vault installation are finished, the remaining work may be less intrusive. It will involve wire installation, splicing, and repaving. With luck we should have Pomerado Road back to normal in the winter. The overall project should be complete by June 2018.
The SRPG had an extended discussion with the city Water Department and Murphy Development Corporation—the owner of several Business Park lots—on the proposed pipeline from the Eastgate Water Treatment plant to Miramar Lake. Alternative alignments of the pipeline near Scripps Lake Drive appear feasible, which would greatly reduce impact on the Business Park and possibly help the parking situation at the library.
Community Choice Aggregation
We heard a presentation from the Community Choice Alliance on CCA, a proposal to set up a city-operated alternative to SDG&E for purchasing electrical power to distribute to residents. The SRPG voted to take no position.
San Diego Housing Commission Report
The Housing Commission released a report describing the so-called housing affordability crisis. It is available at http://www.sdhc.org/uploadedFiles/Media_Center/Significant_Documents_Reports/SDHC-Housing-Production-Objectives-Report.pdf. It contains recommendations for increasing housing supply.
The SRPG voted to oppose the report because it contains no recommendations for infrastructure, schools, police, parks, or transportation that would be necessary to support additional housing.
Elections for membership on the SRPG are held every March. Ten seats are vacant each year. In 2018, while incumbents are eligible for re-election, any Scripps Ranch resident may run for election if they have attended at least two regular meetings through Feb. 2018. Please let us know as soon as possible if you are interested in serving on the SRPG.
The SRPG meets on the first Thursday of each month at 7 pm at the Scripps Ranch Library. Our next meetings are on Thursday, Dec. 7, and probably Jan. 4. Miramar Ranch North Planning Committee (MRNPC)
New City Council Rep
At our November meeting the MRNPC was introduced to our new City Council representative, Quinton Grounds. Quinton is a recent graduate of U.C. San Diego who interned in Washington, D.C., and at Councilmember Mark Kersey’s office. Quinton provided an update on roadways in, and adjacent to, our community:
- Resurfacing of Scripps Ranch Boulevard between Erma Road and Affinity Court is scheduled for 2018
- Resurfacing of eastbound Scripps Poway Parkway between Scripps Creek Drive to Angelique Street to repair past damage from utility trenching is scheduled for 2018
- Resurfacing of the rest of Scripps Poway Parkway, from I-15 to the Poway border is under review for a Capital Improvement Project (CIP)
- Raised mediums on Spring Canyon Road also are under consideration for a CIP

The Maintenance Assessment District’s (MAD) proposed budget for Fiscal Year 2019 was reviewed. Discussion and final approval of the budget continues at the December meeting. The MAD maintains certain areas of our public rights-of-way landscaping in our community through the city’s Park and Recreation Department.
The MRNPC was presented information on the Community Choice Energy for Climate Action Plan. We will continue the discussion, and possible consideration for support, at the December meeting.
There are no updates on the draft environmental impact report for the proposed joint occupancy apartment project with Monarch Development at the Innovations Academy Charter School site.
The MRNPC has member openings. If you, or someone you know, is interested in joining, please come to our meeting on Tuesday, Dec. 5, at 7 pm at the SRCA Community Center, 11885 Cypress Canyon Road. The time commitment is minimal. We meet about eight times a year on the first Tuesday of the month. Meetings are open to the public.
