Planning March 2010 The Miramar Ranch North Planning Committee met on Tuesday, Feb. 2, for its regularly scheduled meeting. Colton Sudberry, the developer of this project, reported that there was a meeting in January, a "meet the developer" workshop, prior to the Environmental Impact Report (EIR) scoping meeting. Colton indicated that the movie theater concept was warmly accepted by a majority of the 25+ residents in attendance. The planning process will take a year plus, and the developer has indicated a willingness to do another meeting. As reported previously a general and community plan amendment has been submitted to the city for review and comment. The plan continues to include two stand-alone office buildings and a commercial component, with a third office building incorporated within the commercial portion. The plan has two variations: one includes a 130-room hotel tucked back on the site near the freeway on the south side of the parking structure; and the other includes a fashion anchor that would displace the hotel but would be located on the northern side of the parking structure. Both contain a movie theater that is planned to be about 40,000 square feet with a possibility of up to 12 screens depending on the configuration. The marquee area is limited with shops wrapped around it. If you are interested in the types of commercial businesses that will be included in this important development, I encourage you to participate in the upcoming meeting and at the regularly scheduled MRNPC meetings. The restriping plan is proceeding and is now anticipated to be completed by August. The traffic light at Spruce Run Drive is proceeding with the city as well. The raised medians will be evaluated as the planning groups get costing estimates. At no point will any raised medians be decided upon until completely vetted with the community. I encourage those in the community who have concerns about the restriping plan to attend one of the two planning group's monthly meetings to pose questions about the project. Also, the SRCA plans a community forum on the proposed changes to Spring Canyon Road on Tuesday, Apr. 13, at 7 pm at the Scripps Ranch Library's community room. Please plan to attend. The purpose of the restriping plan is to improve safety along Spring Canyon Road, primarily through reduced speeds. The corridor has a posted speed limit of 45 mph, but, unfortunately, because of the low volume of traffic along the corridor, speeds typically are in excess of 55 mph. By reducing the traffic lanes from four to two lanes for a portion of Spring Canyon Road and adding a traffic light at Spruce Run Drive and raised medians, it is expected to bring speeds back in line with the 45 mph speed limit. A proposal will be presented at the Thursday, Mar. 4, SRPG meeting that will look at possibly restriping a portion of Scripps Lake Drive near the entrance to the lake. The presentation also will look at creating 16 additional parking spaces along the road--eight spaces just to the east and eight spaces just to the west of the lake's entrance. As more and more residents come to visit the lake, there has been more illegal parking along Scripps Lake Drive and more cars parking in the library's parking lot. The restriping of the road and creation of the additional parking spaces is seen as one way to create more overflow parking, with fewer cars being ticketed for parking illegally. If you are interested in this topic, please join us. At the March meeting the SRPG will discuss proposed changes to Spring Canyon Road. Also in March we hold our yearly election of nine SRPG seats.
