Caltrans provided the Scripps Ranch community an early release of their comment letter regarding the Carroll Canyon Commercial proposal Draft Environmental Impact Report. The project is located at the northeast corner of I-15 and Carroll Canyon Road. In Caltrans’ opinion the average daily trips being used by the developer and City of San Diego is too low and using formulas offered by Caltrans the average daily trips would be “significantly higher”. Caltrans also believes that there should be traffic mitigation to Level of Service (LOS) of C (A-F grade scale). Caltrans says that the northbound offramp at Carroll Canyon may need to be widened which the developer and City did not included as mitigation in the Draft EIR.
