The Draft Environmental Impact Report (DEIR) and Technical Appendices for the Nob Hill Pipeline Improvements Project are available for public review (see files below).

A public discussion for Scripps Ranch residents will be held on Tuesday, March 4th 2014 at the SRCA Community Center, 11885 Cypress Canyon Road from 6:00-6:45pm prior to the posted 7:00pm MRNPC meeting. Hard copy of the DEIR will be available for review.

In summary, the DEIR concluded there would be significant impacts associated with the environmental issues of biological resources (sensitive vegetation communities) and noise (noise standards, ground borne vibration, and temporary noise), which would be reduced to below a level of significance with the incorporation of mitigation measures. The DEIR also concluded there would be significant impacts associated with noise (nighttime construction) for a limited period that cannot be fully mitigated.

Written comments pertaining to the adequacy of the DEIR should be directed to the Water Authority’s environmental consultant:

Comments should be received no later than April 5, 2014. A public hearing to accept comments on the adequacy of the DEIR will be held on March 27, 2014, during the Water Authority’s Water Planning Committee meeting at the Water Authority’s Kearny Mesa headquarters.
