ELECTED OFFICIALS/PUBLIC SERVICE REPORTS
S. Congress (Congressman Peters) – E. Magee (Congressman guest)

– E. Magee’s last day with SCRA. Moving over to San Diego City Committee.

– Current legistlation:

* Build More Housing Near Transit Act. Encourage developement of affordable housing

near public transit served location by requiring housing feasibility assessments to

determine how and where housing units could be built near new transit stops.

* Renaming of Poway Post office on Midland Road in honor of World War II veteran,

Raymond Barron Chavez (U.S. Navy Vet.) He served onboard USS Condor during World

War II and died as the oldest surviving veteran of the attack on Pearl Harbor. He was a

Poway resident, small business owner, and an active member of his local VFW chapter.

* Fair Housing Improvement Act. Protects veterans and low-income families form unfair

housing prices. Under current law, landlords can discriminate against people who use

vouchers to pay rent, which includes veterans and low-income families. The bill expands

protections in the Fair Housing Act of 1968 to prohibit discrimination based on source of

income or veteran status.

* Disaster Act. Require the federal government to produce a report on the amount of

money spent on disaster relief each fiscal year. Taxpayers deserve to know how their

money is being spent, and this bill would increase government transparency and

accountability. It would also help us account for the spending in the federal budget and

better prepare for natural disasters before they strike.

* Acting to Cancel Copays and Ensure Substantial Savings for Biosimilar (ACCESS Act). A

bipartisan (Reps Peter, CA 52, King, NY-02 and Brindisis, NY-22) act that would eliminate a

patient’s copay for a biosimilar if they normally would pay full cost of a biologic drug under

Medicare Part B.

CA State Assembly (Assemblyman Maienschein) –

* REAL ID. Easy as 1-2-3. Is a forrm of identification that meets increasing security

standards for state-issued driver’s licensess and identifcation cards. Travelers will be

County of San Diego (Supervisor Gaspar)

* I am excited the Board agreed to follow through on the prioritization of TransNet projects

including the 67, the 78 and the 52. The amended plan proposed by Poway Mayor, Steve

Vaus and Escondido Mayor, Paul McNamara illustrates the balance we wanted. A large

portion of the plan’s funding, 67% over the next seven years, is still dedicated to mass

transportation. Our vote on the amended plan did alter the timeline of our TransNet

projects, making their completion dates sooner than expected.

* Monthly criminal activities will no longer be reports at SRCA meeting. This is due to

growing concerns and complaints of inaccuracies of criminal actives and reports in the

Planning Groups (SRPG and MRNPC)

Public Facilities Financing Plan: At our October meeting, the SRPG approved a new financing plan for public projects in the Scripps-Mirmar Ranch planning area. (Miramar Ranch North and Rancho Encantada have their own PFFPs). The is important for two reasons: First, it specifies the community’s priorities for new projects, and second, it serves as the basis for calculation of the impact fees that developers pay as they build new developments in our planning area. These developments fees pay for infrastructure, including mobility (road, bike routes), park, and police and fire facilities.

Our financing plan was last revised in 2016 and is online at https:www.sandiego.gov/planning/facilities-planning/plans/scrippsmiramar.

It is being revised since many of the projects in the plan are now completed. Major projects underway include Fairbrook Park, the library parking lot expansion and park upgrades. The new plan includes the previously submitted proposal for a fire station annex to serve southern Scripps Ranch and Rancho Encantada. It also includes Transportaion proposals for new traffic calming measures, such as traffic circles, on some roads in the area. It includes traffic signal improvements along Pomerado Road, bike lanes on several streets, sidewalk improvements, and V-calm signal on Cypress Canyon Road and Willowcreek Road.

The new plan next goes to the City Council, probably in December, and then the Mayor for approval.

Planinng Group Member Election in March 2020. It is recognized by the City Council to provide advise on the City’s General Plan and our Community Plan. This includes: Land Use and Community Planning, Mobility, Urban Design, Economic Prosperity, Public Facilities, Services and Safety, Recreation, Conservation, Historic Preservation, Noise, and Housing. The next election for SRPG membership is at our March 5, 2020 meeting. Candidates must have attended at least two meetings of group in the previouse 12 months. Please note that we often dark in December and /or January for the holidays.
