City of San Diego Released the Renzulli Estates Draft Environmental Impact Report
Comments as to adquacy due 10/06/25
The Phair Company completed the numerous studies directed by the City of San Diego for the Draft Environmental Impact Report.
The community is being asked to recommend an approval of Community Plan Amendment to the Scripps Miramar Ranch Community Plan to
- Redesignate the site from Residential and Open Space to Low Density Residential
- Downgrade the segment of Cypress Canyon Road along the project site frontage from a two-lane collector to a two-lane sub-collector
- Rezone from Agricultural-Residential (AR)-1-1 to Residential–Small Lot (RX)-1-2, Residential-Multiple Unit (RM)-2-4, and Open Space Residential (OR)-1-2;
- VESTING TENTATIVE MAP to create new legal lots;
- Site Development Permit to develop within Environmentally Sensitive Lands;
- Neighborhood Development Permit for deviations related to building height, retaining wall height, and driveway widths;
- Multi-Habitat Planning Area (MHPA) BOUNDARY LINE ADJUSTMENT to remove the proposed development footprint from the MHPA and add in an equivalent area;
- RIGHT-OF-WAY VACATION of the existing paper right-of-way for Lakehurst Avenue (Outside SR) within the off-site MHPA addition area.
The project proposes the demolition of the existing residential unit and supporting structures, grading, and development of 100 single-family homes and 12 multi-family affordable units.
In addition, the proposed project would preserve 24.47 acres on site within the MHPA, as well as 18.7 acres off site located east of Regents Road and west of Pocahontas Avenue.
The project also includes landscaping, brush management, parking, access, and utility improvements. Allowable deviations from development standards are proposed related to building height, retaining wall, and driveway width.
The approximately 40.56-acre project site is located at 11495 Cypress Canyon Road. The General Plan designates the site as Residential and Park, Open Space and Recreation. Per the Scripps Miramar Ranch Community Plan, the site’s land use designation is Residential and Open Space and the zone is AR-1-1. (ASSESSOR’S PARCEL NUMBER: 319-020-04-00.)
The City’s Recommended Finding to City Council pursuant to Section 15060(d) of the CEQA Guidelines, it appears the proposed project could result in significant environmental effects in the following areas: Land Use, Transportation, Air Quality and Odor, Biological Resources, Energy, Geologic Conditions, Greenhouse Gas Emissions, Health and Safety, Historical Resources, Hydrology, Noise, Paleontological Resources, Population and Housing, Public Services, Public Utilities, Tribal Cultural Resources, Visual Effect and Neighborhood Character, Water Quality, Wildfire and Cumulative Effects.
The primary purpose of a Draft EIR is to identify a project’s potentially significant environmental impacts, propose ways to mitigate or avoid them, and analyze alternatives to the project. This Draft EIR serves as an initial, informational document for public and agency review and comment, enabling informed decisions and ensuring environmental considerations are integrated into the project’s planning process under the California Environmental Quality Act (CEQA). The key purpose is to provide public agencies with information about the significant environmental effects of a proposed project to help them make informed decisions as well as the public and the significant adverse environmental impacts that could reasonably be expected from the proposed project. It is suppose to suggest and describe methods for avoiding or reducing these significant environmental impacts to a less-than-significant level (not necessarily eliminate impacts). Finally, the Draft EIR is to present and evaluate reasonable alternative ways to carry out the project that could lessen or eliminate negative environmental impacts.

The SRCA will forward your comments to the SRPG and City of San Diego.
SRPG has formed a Renzulli Ad Hoc Subcommittee to thoroughly evaluate the DEIR and submit formal comments to the City. We strongly encourage residents to send their feedback so we can represent our community’s voice in this process.
The next step after this is for the city and developer to respond to each comment and make any necessary changes. The city will then issue a Final Environmental Impact Report before coming to SRPG for a recommendation. SRPG’s recommendation will go to City of San Diego Planning Commission for a recommendation to the decision-maker City Council. There is no time estimate for the issuance of the Final EIR.
