President’s Report

Welcome to 2002, considering how eventful 2001 was, my new year’s resolution would be a hope that we can have a less stressful and intense year. This year there we need to focus on our community as we:

1. Finalize the solution to our school facility issue.

2. Work with the City to insure that development outside of Scripps Ranch does not overwhelm us.

3. Find a productive and community- wide use for the 4-acre parcel of land that the City purchased using funds that were set aside for the betterment of Scripps Ranch.

4. Work with the City to resolve our MAD budget issues.

There are two surveys going on in the community to address issues 1 and 3, please see the SRCA website and the Planning page of this Newsletter, for more information. Information on issue 4 has been provided in the Newsletter and more will be provided as the deadline approaches for the City Council to act and for the City to notice and “ballot” the community.

Please take time to read and understand the issues that face us. They are not always easy to understand and to explain in simple terms. The options or solutions could present tradeoffs that we should all be aware of in order to make informed decisions.

The MAD issue for example. It could be easy to vote “no increase” but that might mean a significant decrease in landscape maintenance, which could adversely effect our quality of life.

The school issue is a very complex issue in which costs and a balancing of the quality of the education system throughout the district might be in “conflict” with the solutions that might seem best for Scripps Ranch.

The solution for the 4-acre parcel may require balancing what we can afford to do with the land today, versus what we may want to do with the land in the future and its associated costs to accomplish. As with any public land project, funds are almost as hard to acquire as the land itself.

In all of these areas the SRCA will attempt to keep the community informed and up to date through our Newsletter our Web site and of course our E-Letters to our membership.

You can join by sending in the membership form, going to the SRCA Website and joining online, or responding to the membership announcement you will receive in the mail. Please take time to join. Your participation is important to the SRCA and Scripps Ranch.

More About MAD

The Maintenance Assessment District (MAD), also known as the Landscape Maintenance District (LMD) is going to need your help in the coming months. First let me explain what the MAD does for the community. The money collected from your property tax assessment covers all landscape and hardscape within Miramar Ranch North (MRN). These areas consist of the medians on the roads, right-of-way landscape, gutters, curbs, sidewalks, and five separate pocket parks. As you walk, run, or drive through MRN, you can’t help but notice our beautiful landscape. All of the trees, shrubs, and ground cover are well trimmed and maintained. Developers continue to hand over new areas for he MRN LMD to cover. In fact, by the time Miramar Ranch North is fully built out, we will have more than double the original acreage that we projected. Due to this increase, we must draft a new budget to cover the added costs. This increase is necessary if we want to keep our community looking like it does today. I urge you to keep this in mind for the upcoming vote.

Distribution

Getting the Newsletter to your doorstep during the first weekend of each month has been our goal for many years. Thanks to the many residents who volunteer their time and energy each month, we are usually able to accomplish this goal. However, sometimes these volunteers burn out. If you’re not getting your Newsletter on time, maybe it’s time to take a turn yourself! Contact your local distributor (check the Directory pages or call your Distribution Manager listed on the cover) and see if they could use some help.

If you are currently a distributor: thank you so much for your help! Please be aware that it is important to the advertisers and the residents that the Newsletter make it to all the homes in 92131 during the first weekend of the month. If you need help, please ask. If you will be out of town during the first weekend, please contact the Distribution Manager for assistance. Again, thank you… we couldn’t do it without you!

Our “Official” membership drive is just around the corner, but you can join now if you would like. All you have to do is send your name, address, e-mail address, and membership check to:

Volunteers Needed

The Scripps Ranch Information Center is up and going, but SRCA now needs volunteers to help with important projects that have been on hold awaiting the opening of the Center. Please contact Kathy at 578-0430 if you would like to help with the following opportunities:

Volunteer Coordinator: Have you offered your services as a volunteer but never been contacted? We’re really sorry, but we’re in desperate need of a volunteer coordinator. Can you help?

Newsletter Indexing: Imagine being able to go back 30 years and find out information about your area of Scripps Ranch. That’s what we want to make available to all of you at the Scripps Ranch Information Center. Volunteers are needed to help organize 30 years of SRCA Newsletters.

CCRs: Have you lost your CCRs? You may need them someday. The SRCA wants to make all CCRs available at the Scripps Ranch Information Center. But, we need volunteers to help us find copies.

SRCA Membership Update

Thank you again this year for your rapid and extensive response to our membership drive. Our goal this year is to top 2,500 members. With your support, we can keep Scripps Ranch as the best community in San Diego to live and work in.

How Can I join?

Fill out and return the form on page 7. Memberships last one calendar year, and need to be renewed each January.

Benefits of SRCA Membership

Each year we have struggled with how to say thank you in a way that you would appreciate and feel was a worthy use of your membership dollars. We focus on doing things for the whole Ranch, but we use your membership dollars to do it. This past year, we think we found two good ways to say thank you just to the SRCA members, because after all, you pay the bills.

  • Park and Trails Map. This exceptionally popular item is a gift to all members. We distributed over 2,000 of them last year to SRCA members. If you are a new member, we would like to make sure you get one. SRCA District Representatives will be delivering them to your house in late February. If you would like another map this year, that is fine too. Just drop us a note or email and we’ll make sure you get another.
  • SRCA E-Letters. Last fall we started this brand new way of communicating with our members. Give us your email address, and we will send you a briefing on late-breaking news that is vitally important to the Ranch, but missed the printing deadline of the Newsletter. We don’t use SRCA E-Letters often so as not to annoy you, but if it is important, you will hear about it right away via the Internet.

Haunted Chair Needed

We are looking for an especially unusual, weird even, fun-loving person who is willing to co-chair the SRCA Haunted House Halloween project. Over the next few months, we need to plan and construct the street of dreams (or perhaps nightmares). The Haunted House previously was run by WAC, and SRCA wants to make sure it remains alive and well, or perhaps more appropriately dead and demented. All comers will be considered. Call the SRCA office at 578-0430 if you are interested in either the co-chair position, or in helping on the committee.
